Flutter Entertainment plc welcomes the publication by the Justice Committee of its Pre-Legislative Scrutiny Report on the General Scheme of the Gambling Regulation Bill.
Speaking on behalf of Flutter, Conor Grant, CEO of Flutter UK&I, said: “The publication of the Justice Committee's report marks another positive milestone in the development of a bespoke regulatory authority for sports betting and gaming in Ireland. We were delighted to have had the opportunity to engage with the Committee in March 2022, to reiterate our full support for the introduction of gambling legislation, and to share insights with the Committee on several proactive measures we have taken to encourage safer gambling.”
Flutter notes the broad welcome for the Bill from the Committee and hopes that the Government will now prioritise the drafting of the Bill and its early introduction into the Oireachtas. In finalising its drafting of the Bill, the Government will have to consider a number of issues.
In considering recommendations put forward by the Committee, Flutter has consistently expressed the view that to be effective, new measures introduced should be evidence based. Further examination would be welcome of each suggested measure to ensure they are both practical and effective.
Of primary importance is the adequate resourcing of the Authority. By its nature, effective regulation, irrespective of the sector, is expensive and requires a sophisticated, thoughtful approach. The ability of the Authority to regulate effectively is of crucial importance and will require a significant commitment of resources and expertise.
Concluding, Conor Grant said: “We welcome the Committee’s considered report on this important issue and believe it will inform the introduction of evidence-based legislation in the coming months. A well-regulated and properly enforced sports betting and gaming market in Ireland both accommodates the vast majority of individuals that enjoy a bet safely, while protecting those who are potentially vulnerable.”
